WASHINGTON – U.S. Senator Darline Graham (R-South Carolina) today celebrated the Senate’s passage of the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026. The Senate approved this legislation by a vote of 86-11 with overwhelming bipartisan support.

The legislation supports President Trump’s efforts to bring about a peaceful end to the Russia-Ukraine war. By increasing the President’s negotiating leverage, these sanctions and other measures will help drive Putin to the peace table.

“I am pleased that the Senate has come together in a strong, bipartisan fashion to pass the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026. I would especially like to thank President Trump and my colleagues, Senators Blumenthal, Britt, Shaheen and Wicker for helping make this a reality,” said Senator Darline Graham. “Russia has waged war against Ukraine for far too long, and this bill assists President Trump in his noble efforts to bring it to a close.”

The Lindsey O. Graham Sanctioning Russia and Iran Act of 2026:

  • Imposes primary and secondary sanctions on Russian officials, oligarchs and their family members, foreign persons, and Russian banks and other financial institutions
  • Allows the President to impose targeted duties of up to 100% on the top 5 countries that import Russian-origin crude oil, the top 5 countries that import Russian-origin natural gas, and the top 5 countries facilitating Russian oil sanctions evasion 
  • Imposes sanctions on the Russian Shadow Fleet and any foreign person or vessel that is used by the Russian government for sanctions evasion
  • Extends the Iran Sanctions Act of 1996, due to expire at the end of 2026, for 5 years
