WASHINGTON – U.S. Senator Darline Graham (R-South Carolina) took decisive action to affirm her strong support for the Second Amendment. Graham announced her support for a string of legislative proposals that protect and expand law-abiding Americans’ Second Amendment rights.

Federal Firearms Licensee (FFL) Protection Act of 2026 – enhances criminal penalties for theft of a firearm from a federal firearms licensee
Federal Law Enforcement Officer Service Weapon Purchase Act of 2026 – allows federal law enforcement officers to purchase retired service weapons
Stopping Harmful and Outrageous Torts (SHOT) Act – provides enhanced protections to the firearms industry from frivolous lawsuits
No REGISTRY Rights Act – removes the requirement for Federal Firearm Licensees (FFLs) that go out of business to deliver their firearm transaction records to the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) and directs the ATF to destroy all such records it has collected from FFLs
Constitutional Concealed Carry Reciprocity Act of 2025 – permits a qualified individual to carry a concealed handgun into or possess a concealed handgun in another state that allows its residents to carry concealed firearms
SHORT Act – removes short-barreled rifles, short-barreled shotguns, and certain other weapons from the definition of firearms under the National Firearms Act (NFA)
Hearing Protection Act (HPA) – removes suppressors (firearm silencers) from regulation under the National Firearms Act (NFA)
SHUSH Act – removes silencers from regulation under both the National Firearms Act and the Gun Control Act of 1968
Freedom from Improper Regulation and Enforcement (FIRE) Act – prohibits capacity-based restrictions on firearm magazines
Equal Shot Act – prohibits discrimination by the Small Business Administration against lawful firearm-related businesses when distributing financial assistance
Freedom from Unfair Gun Taxes Act – prohibits State excise taxes on firearms and ammunition manufacturers and dealers
Veterans 2nd Amendment Protection Act – prohibits the Department of Veterans Affairs (VA) from transmitting information to the National Instant Criminal Background Check System (NICS) based on a veteran (or beneficiary) having a fiduciary to manage their benefits
Fair Access to Banking Act – combats banking discrimination by holding large financial institutions (asset threshold $10 billion+) accountable for denying services to legal and compliant industries under federal law
Protecting Privacy in Purchases Act – prohibits requiring the use of or assigning a Merchant Category Code (MCC), specific to a firearm retailer that distinguishes it from a general merchandise retailer or sporting goods retailer
Firearm Industry Non-Discrimination (FIND Act) – prohibits the federal government from entering into contracts with an entity that discriminates against the firearms industry
Protecting Access for Hunters and Anglers Act – prohibits banning traditional lead ammunition or fishing tackle unless there is site-specific, peer-reviewed scientific data showing a wildlife population level decline
Firearm Access During Shutdowns Act – requires that certain firearm-related federal government functions remain open in the event of a government shutdown
LEOSA Reform Act – expands the concealed-carry rights of qualified law enforcement officers
